highlights selected state and local accomplishments supported by
EUDL funds. Here are some examples.
In Bloomsburg, PA, home
to Bloomsburg University, about two-thirds of police calls are university
related, and alcohol use is involved in most crime and public disorder
incidents. Between 1987 and 2001, 15 college students died from alcohol-related
causes. In 2001, the Bloomsburg Police Department implemented a comprehensive
alcohol enforcement plan. Officers received special training and
began zero-tolerance enforcement of all alcohol laws. The municipal
government developed or revised a number of ordinances, and police,
local government, and the university established a task force to
address alcohol issues.
On October 21, 2004, the County Council in Volusia County, FL, unanimously enacted an emergency ordinance to ban alcohol sales at the annual 10-day youth fair held in early November. The Council’s action quashed the fair association’s plan to sell beer as a revenue-raising venture. A local coalition working to reduce youth access to alcohol had opposed the association’s plan. The coalition comprises more than 60 nonprofit, governmental, and community-based organizations.
In a unique partnership with local law enforcement and the state highway patrol, the California
Department of Alcoholic Beverage Control (ABC) helps local authorities investigate traffic collisions, assaults, and other incidents in which underage alcohol use is suspected. Through Target Responsibility for Alcohol Connected Emergencies (TRACE), ABC assigns officers to help determine where and how the alcohol was obtained. The California ABC has distributed TRACE reference cards for law enforcement officers and is working with officers to produce training and public information videos. |
