This Bulletin was prepared by Barbara Tatem Kelley for the Office of Juvenile Justice and Delinquency Prevention. Ms. Tatem Kelley is an independent consultant with extensive experience in juvenile justice research and program development.

Rolf Loeber, Ph.D., is a professor of psychiatry, psychology, and epidemiology at the University of Pittsburgh in Pennsylvania. He is codirector of the Life History Studies Program and also directs two longitudinal studies on the development of juvenile delinquency, substance use, and mental health problems.

Kate Keenan, Ph.D., is a clinical child psychologist and instructor of psychiatry in the Department of Psychiatry at the University of Chicago. Her research is primarily focused on identifying early behavioral and biological markers for children at risk for developing psychopathology.

Mary DeLamatre, Ph.D., is currently working as a statistical analyst in the medical field. She recently defended her dissertation, which investigated predictors of youth unemployment.
