II. METHODOLOGY

• All resources are 100 percent drug-related.

III. PROGRAM SUMMARY

• The Assets Forfeiture Amendments Act of 1988, as amended, established the Special Forfeiture Fund (SFF) to provide ONDCP supplementary resources for drug control efforts.



• Deposits to the fund come from the Department of Justice's Assets Forfeiture Fund and the Department of the Treasury's Assets Forfeiture Fund after they meet certain necessary expenses. Funding for the SFF may also be derived from direct appropriations. Investment income generates additional revenue for the SFF.



• Although deposits to the SFF occur automatically, none of the money can be obligated or transferred until the Congress enacts a specific appropriation for that purpose.

IV. BUDGET SUMMARY

1997 Base Program

• The FY 1997 base program is $112.9 million which supports all five goals of the National Drug Control Strategy.



• The FY 1997 base program includes $15 million for activities which support Goal 1 of the National Drug Control Strategy. This amount consists of the Youth Awareness Initiative. This initiative targets youth, parents, and communities with drug prevention and education messages to prevent drug use by youth. A campaign to include radio, television, print PSAs, and information sharing efforts to promote effective prevention models will be undertaken as a precursor of a planned larger effort to achieve youth awareness in FY 1998. This initiative also supports special prevention studies and technical assistance to ONDCP to ensure the most efficacious campaign.



• The FY 1997 base program also includes $19.3 million for activities which support Goal 2 of the National Drug Control Strategy. This amount consists of a Methamphetamine Reduction Initiative ($10 million) and an initiative to reduce drug use among those involved in the criminal justice system ($9.3 million).



• The Methamphetamine Program address the growing problem of methamphetamine production and use. The Department of Justice will set up binational operational chemical control task force with Mexico; train agents, border patrol inspectors, prosecutors, and medical personnel; provide a clearinghouse for information on treatment of methamphetamine abusers; and deal with toxic hazards posed when law enforcement agencies take action against illegal methamphetamine labs.



• The initiative to reduce drug use among those involved in the criminal justice system is a four part program designed to reduce drug use, crime, and violence by linking criminal justice and drug treatment systems. It consists of 1) an enhancement to the Break the Cycle demonstration program, 2) a planning effort to implement a national arrestee drug research data system to evaluate the drug/crime relationship, 3) a Criminal Justice Diversion Program to provide negative incentives for first-time offenders, and 4) a Juvenile Demonstration program to learn more about the role of treatment in the cycle of juvenile drug use and crime.



• The FY 1997 base program includes $8 million for activities which support Goal 3 of the National Drug Control Strategy. This consists of research supporting medications development and medical uses of drugs ($6 million). This effort deals with promising compounds that have been discovered to block the effects of cocaine without interfering with the normal mood-modulating effects of dopamine. This initiative enhances research efforts to develop medications in two parts: 1) to fund efforts to "Screen Libraries Compounds" to identify the best kinds of medications, and 2) to support Vaccine Antibody Development. It also funds a scientific study of the research on marijuana.



• The FY 1997 base program also includes $67.6 million for activities which support Goal 4 of the National Drug Control Strategy. This amount consists of the P-3 Aircraft Purchase ($42 million) and spending to enhance intelligence and interdiction efforts in drug transit zones ($25.6 million).



• The FY 1997 base includes $3 million for activities which support Goal 5 of the National Drug Control Strategy. This amount consists of a Domestic Marijuana Eradication initiative which will enhance DEA's and Department of Interior's efforts to eradicate marijuana on State and Federal lands.

• The total FY 1998 drug control budget request is $175 million, an increase of $62.1 million over the FY 1997 enacted level. This entire request will support Goal 1 of the Strategy to educate and enable America's youth to reject illegal drugs as well as the use of alcohol and tobacco.



• The FY 1998 budget request for the Media Campaign will focus on a national public education campaign to supplement existing anti-drug public service announcements developed by the Partnership for a Drug-Free America and other organizations and carried by broadcast and print media. This effort will encompass a broad public education campaign that warns our youth of the hazards of using illegal drugs and emphasizes the advantages of drug-free lifestyles.



• This target group, America's children and adolescents, are highly susceptible to suggestion and peer pressures. It is anticipated that this group, if influenced at school, in the community, and at home, will have the necessary skills to reject drugs, alcohol and tobacco. This media campaign will help to reinforce (at home) the prevention messages given in schools and communities.
